About the project

Drones, sabotage and airspace incidents

Borderline is a register of security incidents in NATO countries and Moldova linked to Russia's war against Ukraine: 10 types of event, from airspace violations to sabotage, arson and cyberattacks with physical effects. This is not a list of Russian attacks. We record separately what happened, and who named a perpetrator on what basis.

The register holds 303 events from 24 February 2022 to 18 October 2026. Below: what it covers, what counts as one event, where the information comes from, how we assess responsibility and how precise the locations are.

Lublin and Rzeszów-Jasionka airports, morning restrictions

On the morning of 18 October 2026, operations at Lublin and Rzeszów-Jasionka airports were temporarily suspended in connection with military aviation activity. PANSA, quoted by Polish Radio/PAP/Reuters, confirmed that both airports subsequently resumed operations. One entry covers both airports. Precise times, duration and affected flight counts are undetermined. The restrictions do not prove a drone incursion into Poland, an airport strike or sabotage. The search for a possible object near Lublin remains a separate unresolved lead without a proven causal link to the restrictions. Exact coordinates are undetermined; the entry has no map point.

airport disruption

unresolved. The case was looked at and not settled, or the findings are disputed or have been rejected.

Vilnius, premises rented by SpaceX containing Starlink infrastructure

On 18 October 2026 around 02:00, an attempted arson at premises rented by SpaceX containing Starlink ground infrastructure in Vilnius was foiled. The prime minister described nine antennas and a control unit, and flammable liquids found at the site. According to the police chief, any damage was minimal and infrastructure operation was uninterrupted. Destruction of antennas and arrests of the perpetrators are not confirmed. The prime minister and NKVC head suspect Russian commissioning, but the investigation continues. This is not a final finding of Russian or a specific GRU unit’s involvement. The defence minister distinguished the case from the drone that crashed in Pasvalys district that day. Exact coordinates are undetermined; the entry has no map point.

arson

suspected. Someone has named a perpetrator, but this is neither a court finding nor a formal attribution by a state.

Premier Litwy Mindaugas Sinkevičius i szef NKVC Vilmantas Vitkauskas, cytowani przez LRT/BNS / 2026-10-18: Authorities link the arson attempt to Russian hybrid activity and suspect Russian commissioning. Details and perpetrators remain under investigation; this is not a final court finding or identification of a specific intelligence unit.

Juodžionys, Pasvalys district; temporary closure of Kaunas Airport

On the morning of 18 October 2026, a drone crashed and exploded near Juodžionys in Pasvalys district. According to NKVC, debris damaged a passing car and its driver was unhurt. Scrambled NATO aircraft did not shoot the drone down: clouds prevented visual identification. Kaunas Airport was temporarily closed; precise times and affected flight counts are not verified. That evening, Defence Minister Robertas Kaunas preliminarily identified a Ukrainian drone connected with an attack on Saint Petersburg, saying Russian electronic warfare had caused it to deviate. Computer components were still being sought. This is the minister’s preliminary assessment, not a final technical report or proof of a deliberate attack on Lithuania. The minister distinguished the case from the attempted Starlink arson in Vilnius. Identity with the object sought near Lublin and an incursion into Latvia are not established. Exact coordinates are undetermined; the entry has no map point.

airspace incident, airport disruption

suspected. Someone has named a perpetrator, but this is neither a court finding nor a formal attribution by a state.

Minister obrony Litwy Robertas Kaunas, wypowiedź w LRT / 2026-10-18: The minister preliminarily identifies a Ukrainian drone linked to an attack on Saint Petersburg and attributes its deviation to Russian jamming. Examination continues; this does not establish a deliberate attack on Lithuania.

On 17 October 2026, two Romanian F-16s from Borcea took off at 17:43 and shot down two jet-powered Geran-family attack drones over Romania’s territorial sea, in national airspace. The first was shot down at 18:01 southeast of Sulina after two minutes in Romanian airspace, the second at 18:05 east of Sulina after five minutes. One entry covers this sequence and its two devices. The statement does not establish the specific Geran-4 variant or operator. These were actual Romanian shootdowns, not an earlier shootdown over Ukraine. The four earlier incursions mentioned in the statement are not additional events that day. Exact coordinates are undetermined; the entry has no map point.
