About the project

Drones, sabotage and airspace incidents

Borderline is a register of security incidents in NATO countries and Moldova linked to Russia's war against Ukraine: 11 types of event, from airspace violations to sabotage, arson and cyberattacks with physical effects. This is not a list of Russian attacks. We record separately what happened, and who named a perpetrator on what basis.

The register holds 312 events from 24 February 2022 to 28 October 2026. Below: what it covers, what counts as one event, where the information comes from, how we assess responsibility and how precise the locations are.

Black Sea, Bulgarian EEZ, about 17 nautical miles east of Cape Kaliakra

On 28 October 2026, the Liberian-flagged container ship CONTSHIP JET, bound for Constanța, was attacked by maritime drones in Bulgaria’s exclusive economic zone. The defence ministry placed the first strike at about 12:00, some 17 nautical miles east of Cape Kaliakra. Naval surveillance and a French patrol aircraft observed the strikes; the ministry reported three hits. All 18 crew members had been rescued by 13:45. The devices’ origin and operator remain undetermined. The EEZ is not territorial waters. One entry covers the attack, rescue and the vessel’s subsequent fate. Exact coordinates are undetermined; the entry has no map point. On 29 October, BNR, citing the Varna regional administration and maritime authorities, confirmed that the ship had sunk. None of the 18 seafarers was injured. Navy commander Kiril Mihaylov said the drones’ origin was unknown. The attack is not attributed to Russia or Ukraine.

forest in Liepna parish, Alūksne municipality

On the morning of 24 October 2026, police confirmed the discovery of debris from a foreign UAV in a hard-to-reach forest in Liepna parish, Alūksne municipality. According to the National Armed Forces (NBS), it may have entered Latvia on 18 October. An explosion-like sound was reported then, and surveillance analysis indicated possible movement of an unidentified object. Searches on 18-19 October ended without sufficient information to confirm the incident. Following the debris discovery, criminal proceedings and an internal review of the military response were opened. NBS reported no civilian casualties or damage to civilian infrastructure. The model, origin, operator and payload remain undetermined. Defence Minister Raivis Melnis conditionally considers a Ukrainian drone damaged over Russia and gliding into Latvia. This hypothesis does not confirm Ukrainian origin, a shoot-down or Russian jamming. The entry date denotes discovery on 24 October; 18 October remains a possible flight or crash date. Identity with the drone that crashed near Pasvalys in Lithuania is not established. Exact coordinates are undetermined; the entry has no map point.

Chiștelnița, Telenești district; preceding flight over Moldova

On 23 October 2026, a UAV violated Moldovan airspace and crashed at Chiștelnița in Telenești district. The defence ministry reported detecting entry at 13:59 from the direction of Verhnia Slobidka in Ukraine towards Frunzeuca on the Transnistrian sector. Tracking was lost at 14:10 near Pepeni; after brief reacquisition, the aircraft disappeared at 14:12 near Meșeni. A resident subsequently reported finding a drone within 100 metres of a house. Police initially reported no casualties. The defence ministry links this flight to the discovery. Tracking times do not establish the precise crash time. One entry covers the flight, crash and subsequent disposal. The operator and intended destination remain undetermined; the device model alone does not establish Russian tasking or a deliberate attack on Moldova. Exact coordinates are undetermined; the entry has no map point. On 24 October, a joint defence/interior ministry team confirmed a jet-powered Geran-4. Police said a thermobaric warhead with fragmentation effect and a total mass of 52.4 kg was found about five metres from the aircraft. It was transported to a safe location and destroyed in a controlled operation. The disposal report does not establish an explosion when the drone crashed.

Lublin and Rzeszów-Jasionka airports

During the daytime on 20 October 2026, operations at Lublin and Rzeszów-Jasionka airports were suspended again during a Russian attack on Ukraine and military activity. Lublin24’s 10:49 report describes new restrictions after the morning resumption of operations. At 18:29, Polish Radio Rzeszów/IAR described suspension of operations at both airports, aircraft being directed west, and the end of military activity and return to normal conditions. The military observed no violation of Polish airspace. One entry covers both airports; precise start and end times, restriction durations and diverted flight counts are unknown. Publication, siren and RCB alert times do not establish closure times. The evening alert alone does not establish a further separate airport disruption. Exact coordinates are undetermined; the entry has no map point.
