What happened
At about 9.53am three Russian Federation border guards travelled by hovercraft to the Vasknarva breakwater, disembarked and crossed the control line on foot towards Estonia, then returned to the hovercraft and left. Surveillance recorded the crossing; Estonian services increased patrols, contacted the Russian border representative, and the foreign ministry announced it would summon the Russian chargé d'affaires. The statement does not say how long they remained on the Estonian side, nor whether they were armed.
